Asset Management for Vigo County and the City of Terre Haute

In developing the Vigo County and City of Terre Haute GIS, Schneider was able to identify over $34m of property missing from the tax roll.

In an innovative move to leverage resources and increase their return on investment, Vigo County and the City of Terre Haute combined their needs and jointly selected The Schneider Corporation to develop their geographic information system (GIS).

The joint venture included the conversion of several different paper and digital map sources, as well as the integration of the County's and City’s existing Tax, CAMA, and utility systems.  The dynamic design developed by Schneider allowed for each jurisdiction to achieve individual goals while sharing in the common success of the overall project.

In addition to converting hundreds of thousands of property, real estate, and utility records for the community of approximately 60,000 parcels covering over 410 square miles, Schneider coordinated and managed the aerial photography collection, installed and configured enterprise and desktop software, and trained staff on how to use the new system. 

On the emergency management side, Schneider developed a new road centerline file and attributed it with referenced MSAG and real estate files.  The result was the most up to date and spatially accurate centerline file the community had ever had.  By leveraging NENA and USPS standards, the file was able to provide immediate value to the mission critical E911 call center.

One of the early measurable results from the new system was the identification of over $34m in property missing from the tax roll.  Returning these assets to the tax roll provided an ongoing improvement in revenue for the community, as well as recognition by local, regional, and national awards for excellence in GIS and government service.
